摘  要

义务教育问题是关系到国民基本素质和社会公平的重大问题，也是全社会关注的焦点问题之一。2006年新《义务教育法》颁布实施后，义务教育由国家财政保障体制以法律的形式确定下来。自2008年秋季学期开始，城市义务教育阶段中小学生也免除了杂费。中国义务教育阶段彻底结束了几千年来上学交费的历史，使“义务”教育成为真正的义务教育。本研究以《国家中长期教育改革和发展规划纲要（2010-2020年）》为指导，以探寻在义务教育发展的新阶段，作为农业大县的宁阳县义务教育问题为目的，旨在推进宁阳县义务教育发展的改革实践，并希望能为我国东部地区县域义务教育发展提供有益的决策参考。

本文以宁阳县义务教育问题为研究对象，并采用了文献研究法、问卷调查法、访谈法等收集了相关资料，实地调查了宁阳县义务教育的现状和存在的主要问题；采用横向比较的方法，研究国内义务教育发展的状况，并适当借鉴了一些国外的经验，从理论角度提出解决县域义务教育问题的一般对策以及解决宁阳县义务教育问题的实践对策。正确认识和研究县域义务教育发展中的问题和对策，对于宁阳县义务教育未来的改革和发展具有十分重要的意义。

Abstract

The problem of compulsory education is related to the major issues of national basic quality and social equity and is also one of the focuses of the whole society. New Compulsory Education Law was promulgated in 2006 after the implementation of compulsory education in the form of law determined by the national financial security system. Since the start of the fall semester of 2008, urban compulsory education students are also exempt from miscellaneous fees. Compulsory education completely overcomes thousands of years’ history of going to school by paying miscellaneous fees. Education has become a real compulsory education of the "obligation". This research takes the National Long-term Education Reform and Development Plan (2010-2020) to explore a new stage in the development of compulsory education as a guide and regard exploring the compulsory education problems of the major agricultural county-Ningyang as a purpose which is designed to promote the reform practice of the compulsory education development in Ningyang and hope to provide a useful decision-making reference for the county of eastern China’s compulsory education development.

This paper takes Ningyang compulsory education as the research target, collects related information through documentary research, questionnaires and interviews and then surveys the status quo and the main problems of Ningyang compulsory education on-the-spot investigation; to study the situation of the domestic development of compulsory education, draw lessons from foreign experience through horizontal comparison method and then present the general response of the county compulsory education and point out practice countermeasures to resolve Ningyang compulsory education problems from a theoretical point of view. Correct understanding and research of the problems and countermeasures in the development of county compulsory education has very important significance for Ningyang compulsory education in the future reform and development.
